Customer selection during cart.php?a=view

When you click the tabs for "New Customer" or "Old Customer" the pane content doesn't change.

I tried fixing this by adding data-targets attrs on the anchor tags within the nav-tabs but this doesn't fix it...

The actual content pane's seem to be nested
