External tools section #19

I think I can add an external tools section that points users to some external applications for things like HT Cell Proliferation (Issue https://github.com/Borealis-BioModeling/aurora-pkpd/issues/4) and Drug combo/synergy (Issue https://github.com/Borealis-BioModeling/aurora-pkpd/issues/6), and possibly others.

If possible, this could be added to the sidebar navigation menu (but I'm not sure if you can directly link out or not). If not, I could make a page for each tool with details and the link out.
