Also remove cementless mortar recipe, instead:

Make cement in a crucible in in addition to sintering using lime, silicon aluminate (clay/ash/slate) and gypsum
If you make it too hot it turns into molten stone
Shovel it out and grind the scrap to get cement dust
Use mixer recipe with sand and water to get mortar
Mixer recipe with gravel and water to get concrete
