The LTS ratings are calculated using the BikeOttawa code. So far I made some minor changes to get it to use American units instead of metric, but we should verify what I did and clean up that section of code.

Should we make this code specific to MA/Boston region or keep the ability to swap units easily for others to use this code?

Currently working on moving rules to a config file to make reading and updating rules easier
