Review handling of undefined Precision, Recall, F1, etc. #3

Automate handling of undefined Precision, Recall, F1 for more meaningful results in those cases where Precision or Recall do not have a value arising from the data (division by zero etc.).

Currently some of this is left to human decision on top the output results.

Shall it be hardwired, or configurable from the outside/user-code?

LGTM in Godbole evaluator. Examine status in the F1 evaluator.
