Publish API docs to Github Pages using Dokka #12

Dokka automatically generates a website that documents our public API. We had this last year, and just need to copied over for this year.

Please copy over docs.yml workflow to the new repository and follow the instructions here to install Dokka. (If you need help with the installation for the Gradle config, talk to me!)

It's been 3 weeks without much progress. I'm going to open this if anyone else wants to work on it.
