Add CSV Output to Rapiscan Driver #40

Description

Add new output to Rapiscan Driver that duplicates the CSV data we receive from the Rapiscan RPM.

Use Case

ORNL and other labs will want to export the Daily Files (a CSV file of all the "Daily File" format data) to input into other analysis software.

Expected Behavior

You should be able to request a start and endtime of data and receive CSV formatted data as if it came from a Rapiscan RPM.

Current Behavior

Currently the Rapiscan Driver does not have an output that replicates the Daily File format. The data currently is only available in SWE Common broken into more "human readable" outputs.
