Refactor NWB builder pipeline #30

This PR makes several major rearrangements:

introduce NeuralDataOriginator, which replaces TDTOriginator and HTKOriginator
call MetadataManager as part of NWBBuilder (previously separate)
collect all Dataset and DataScanner classes in a single module
move __load_stim_values from MetadataManager to WavManager (this actually requires more attention - do we need this at all?)

@JesseLivezey @jthermiz @VBaratham I really had to push this PR before this morning, sorry if this interferes with your work in progress… please see if it would be ok to merge! Any feedback/suggestion is also welcome.

31 (introduce NeuralDataOriginator; covers first three commits, to 43618af)
32 (add timezone and update logging config setup; covers next two commits, to 8cf175b)
33 (collect data scanners; covers commits d97f4f2 and afda329)
37 (change how MetadataManager is used; covers commits 0abe606 through 26d14e7)
