change how MetadataManager is used

use input parameters stim_lib_path and use_old_pipeline
- okay to be overriden by other PRs, eg #29 — this PR can wait for 29.
move __load_stim_values() feature to WavManager —— (not sure if we even need this; should make an issue)
MetadataManager is now called from the constructor of NWBBuilder (previously seperate)
