SystemConditions rdfs are bad #22

The SystemConditions rdfs in extdata contains monthly flag data. This should be annual data only. Need to replace these files with another version that is annual only.

[x] be sure to replace data/sysRdf once this happens.

Need to add in another test to test_processSlots.R to complete #17.
