In inst/extdata/Scenario/ISM1988_2014,2007Dems,IG,Most, I added a quick Flags.rdf file for testing.
Probably save as .Rda instead so it's smaller/faster
need to replace it with a smaller version that includes on the 4 traces and 5-years of data. Also potentially trim down the number of slots.
