review all function names to stick to new function naming convention #76

create new functions where appropriate and deprecate the older versions

[x] getSlotsInRdf should be rdf_slot_names()
[x] makeAllScenNames should be rw_scen_gen_names()
[x] rdfSlotToMatrix should be rdf_get_slot()
[x] rw_rdf_to_tbl should be rdf_to_rwtbl()
[x] rw_read_rw_csv, and read.rdf; should make these two have similar names (read_rdf() and read_rw_csv()
[x] sumMonth2Annual should be rwslot_annual_sum()

[x] getTimeSpan should be rdf_get_timespan()
[x] getWYFromYearmon should be ym_get_wateryear()
[x] getMaxAnnValue should be rwslot_annual_max()
[x] getMinAnnValue should be rwslot_annual_min()
[x] flowWeightedAvgAnnConc should be rwslot_fwaac(); it should also take in an entire matrix of data for each arguement
- flowWeightedAvgAnnConc() became internal function trace_fwaac()
