rwslot_annual_sum() only reports warnings when data are not full years worth #83

If the data do not begin and end in January and December, then rwslot_annual_sum() should fail, or issue a more important warning than the warning from matrix().

Ex: (From MTOM code) that should fail, or be smarter:

rdf %>% 
   rdf_get_slot(slot) %>%
   rwslot_annual_sum()

@cfelletter Would you be able to create a smaller version of the res.rdf file from the April MTOM for me?

It would be great if it only includes Powell.Outflow and Mead.Pool Elevation, and only 4 traces.
