Not all Ladders are climbable by character minis #944

Describe the bug Here tell us what you thought was meant to happen and then how TaleSpire vomited on itself

To Reproduce Steps to reproduce the behavior:

  1. Put down a rope ladder and a mini
  2. Try to climb the rope ladder
  3. Mini walks right through the ladder instead of climbing it

Additional context Some ladders work and some ladders don't. They should behave consistently.
