Using ruler during Turn-Based Mode can cause player to end turn #963

Describe the bug Was trying to use the ruler in Turn Based Mode. Ended my turn by clicking on the End Turn UI in the top center of screen

To Reproduce Steps to reproduce the behavior:

  1. Go into turn based mode
  2. select a ruler on your turn
  3. try to use the ruler near the top of the screen
  4. You can potentially end your turn if you click near the top of the screen.
