People can attack a delphi stake on other people's behalf #61

Because anyone can open a claim on a whitelisted individual's behalf, people can spuriously open claims to lock funds up while "blaming" other claimants (who are whitelisted).

The solution is for only the whitelisted individual to be able to open claims.
