PLA Tank Patch #515

A continuation of Chesh's PLA Armoured Vehicles fix in this PR: https://github.com/BourbonWarfare/POTATO/pull/463

This PR normalizes tank values for the ZTQ15, ZTQ15B, ZTZ96A, ZTZ96B, ZTZ99 and ZTZ99A to the CUP T-72, T-90 and T-90M. Specifically:

The ZTQ15 and ZTQ15B have their values normalized to a CUP T-72;
The ZTZ96A and ZTZ96B have their values normalized to a CUP T-90;
The ZTZ99 and ZTZ99A have their values normalized to a CUP T-90M;
