Add the ability to allow Arclight, str bonus body and legs #6

Currently these restrictions are hardcoded in the list of items.

For our cc events, we'd like to be able to allow arclight specs for less fortunate members.

Also, we'd like to allow the use of bandos gear, or any str bonus gear.
