Extend Markers to support start time + periodicity + duration

I've been wondering how to best represent markers that can express events / NPCs that move around based on a periodic timer.

It seems to me like supporting a generic starting point, periodicity expression and duration of the POI would allow to cover all (deterministic) cases of time influenced markers.

For example (fields not relevant to the issue have been stripped and I'm missing coordinates for some):

I'm wondering if that's something that people (especially content creators) would be interested in, and something the author would be willing to accept a PR for?
