Expanded ghs_waternow & ghs_location (/add /remove /list) #9

Add the ability to define a discrete map to be watered via ghs_waternow or global if used without.

Add ability to permantly add, remove or list locations to be watered via console command. Useful for adding maps not exposed by default to the mod, GHS does not, [as of ver. GHS 1.0.0, SDV 1.4.5.151, SMAPI 3.7.6.1 Android] water areas added by other mods like SVE or Seasonal Garden Farmhouse V2.

Possible to identify maps with tillable soil?

This is something I'll look into, but make no guarantees. It would definitely be useful, but whatever solution I come up with needs to be robust.
