Debug didn't turn off #303

Bug description

When I deselected "Enable Notification logging", debugging mode was still ON. It wasn't until I also turned off the "Suppress Notifications while logging is active" HIDDEN field that debugging mode turned OFF. I missed some notifications because of this UI issue.

Expected behavior

If "Enable Notification logging" is deselected, debugging mode is turned OFF regardless of the last "Suppress Notifications while logging is active" selection.

I can confirm the notice was displayed when Suppressing was active and Debug log was inactive, but this wasn't affecting email suppressing, only a visual bug.
