CloudML has new api to specify version. We should upgrade code to avoid unexpected bug.

Tensorflow version on ML Engine is specified to 1.0 and training script is now compatible with tensorflow v1.0.1 in f6c3f76189bf880b9476c485fb620ccdb540f6b9.
