[WIP] chore(build) add automated builds #4

This Pull Request adds an automated build with Travis-CI & Circleci

in our first step, we add our markdownrc and lint markdown we also mix test our elixir project.

this, of course, is failing, horribly, for now :) i'll add commits to fix that, as we go
