Figure out what "Allow Default Rule Application" does #31

See if it works for the subset of puzzles that we want to use (Treetent). Wanted functional for version 1.

When enabled, this allows the user to simply select a rule, after which the interface automatically applies that rule to the board wherever it can. I know it was working some years ago, so there is probably code for it. Not sure why it is not getting activated ... maybe there was a bug in it. Time for someone to look at this again!
