Add branchout relocate feature for migrating from one saas Git provider to another… #79

…or even rewriting the URLs to provide security and isolation for multiple branchout roots using the same saas provider.

No tests, yet, so not ready to go, but you're welcome to review the change as is and give me any feedback you want to.

There's a bunch of shellcheck failures. I'll fix those, test locally, and force push.

My first implementation would have worked fine on OSX but shellcheck gave it the smack down. I'll try to fix it again in an OSX friendly way. Tests passed on Linux in Travis, though, which is a good start.
