Add basic config system #9

This PR adds a basic config system as discussed in #8. Changes include:

major version bump to 1.3.0
modCompile & JIJ cloth config + auto config
add basic config that has toggles for features & can change armor/tool stats
implements config to change values across the mod
fixes a stray line in your mod.json file :)

Haven't tested in production, but it does work in dev (and config changes values properly).
