Clarify installation instructions #1

I was just helping someone else set up ASH, and one of the things that confused them was this readme explaining how to build from source as well as install the modding tools; they thought they needed to run the dotnet command as part of installation.

I think this rearrangement will help clarify which steps are aimed at players instead of developers.
