Config for Elite: Adaptive doesn't allow for disabling of the Elite

Not sure if bug but setting this value to 0, -1 or something astronomically high like 200,000 doesn't disable the elite, and it spawns as normal.

I'm not very sure about the costs, that should effectively disable it.

However if you disable "it's whispered secrets" in the config, itl disable the elite!

In the new update that config description will be updated to make it more clear!
