This command extracts the timestamp of a message from a given Discord snowflake ID.
Two formats allowed (i.e. overloaded arguments):

!timestamp <snowflake ID>
- Defaults to Pacific Time
!timestamp <Canonical Olson Database Name> <snowflake ID>
- e.g. !timestamp Asia/Seoul 814031888037445673
- Works with a provided timezone
