do you think you can figure out why sometimes LinBot mutes people when they rejoin a server? It's not anti-spam. We can't figure out what's causing it

- Is it voice mute, chat mute, or both?
- Is she muting people by adding them to a muted role? Or is the user added to the list of muted users?
Possible duplicate of Nadeko Issue 1696 https://github.com/Kwoth/NadekoBot/issues/1696 where the user's mute role was manually removed, so Nadeko didn't know they were unmuted.
Also potentially informative: Nadeko Issue 1798 https://github.com/Kwoth/NadekoBot/issues/1798 detailing ways through which the automatic assigning of the nadeko-mute role might be bypassed.
