A voting command that conducts a vote on a server senate channel #1

Have a bot hold a vote as to whether assign "cringe" role to a user. Count reacts to a bot's message as votes. If majority of server's population reacts, assign a role. After a defined time, remove the role. As long as the person has the role, don't allow for additional votes against them.

Also it would be good to make voting function generic, so that there can be votes for things that only admin can do but we want to also allow regular users to do should the vote be successful, e.g. adding new responses.
