Create frontend foundation for dasboard.

General Description

Finish the CSS layout of the Dashboard and adjust sizing of widgets if needed. Hardcoded values may be put in, to represent data.

So far with my recent push, I would consider this to be 85-90% done, a lot of styling is pending and minor tweaks to the savings goal widget is pending. (currently low on my priority list at the moment for the styling).

Random misc issue, but I do most of my development on an ultrawide monitor at home, and the layout sort of breaks on aspect ratios bigger than 16:9, but I have a pending fix in Dashboard.css under the @media tag for this (not working atm).
