Implement NetworkHelper

Implement a class NetworkHelper which at least supports:

• Checking if there is an internet connection
• Requesting the type of internet connection (Wifi, no Wifi)

Maybe the following functions would also be interesting:

• Registering listeners for state changes of the internet connection connection (providing an easy interface to a corresponding BroadcastReceiver)
• Checking the speed of the internet connection
