Update configuration file and create bibliography file for transportation electrification #82

Purpose

Use bibtex extension for sphinx to create bibliography for transportation electrification. Also numref is used to reference figures.

What the code is doing

N/A

Testing

It creates the bibliography when generating the documentation locally with the transportation_electrification branch of PreREISE

Where to look

The bibliography file to make sure references are correct
