Issue with Action Bar Loadout Activation

With 10.0.5, I can't seem to activate an action bar profile on an alt. Whenever I try to do so, the action bars just don't change, and sometimes the action bar activation gets caught in an infinite loop of trying to add the associated abilities to the action bar. Reloading/relogging stops the infinite loop, but can't seem to get any saved action bar profile to activate
