Standard server check in tor tester #144

The tool can now be used on the regtest and over http as well as in the default Tor connection mode.

Added additional diagnostic output to the TorTester. The utility will now report if the server is standard and will help to identify properties which make the masternode setup non-standard.

Following the above check the tool will ping masternode and report response time as before.
