Actually, my use case is wrong anyway because the moderator can't edit the
user's data.
However it is still required that a user can change the identification they
entered.

I have made a partial fix for this issue.
Default (tracker) survey forms now have editable species field when editing a
record.
Single site multi taxa does not, but should.

As discussed in the review, the complete fix for this is to allow more control
over visibility in the FormField interface. There is another similar task
related to being able to hide and show fields (such as instructions) depending
on whether the form is in read only or edit mode.
