Cannot disable survey level records #278

The issue is essentially that it is not possible to disable survey level 
records. Here is the use case.

For a point intersect survey, we have 3 census methods
Plot [non taxonomic] -> Transect [non taxonomic] -> Point [taxonomic]

This means that (possibly due to a different bug or known limitation) the 
survey must have the species attribute enabled. 

The bug being reported in this ticket is that it is not possible to prevent the 
user from clicking on the survey (where the plot census method is attached) via 
the menu and creating a record. Note that this is the survey and not the first 
censusmethod in the survey (Plot).
