Autocomplete for large lists of taxonomy #287

This bug was discovered on the Survey Setup page however it probably applies to 
all autocomplete inputs.

The use case is that I have a large taxonomy set (Max) and I am attempting to 
create a survey for a few of those species. In this case the taxon I am 
interested in is 'Maireana'.

According to the field guide, there are 43 taxa matching the name 'Maireana' 
and the autocomplete only shows a subset of these matching taxa. 

The issue is that I cannot continue entering more characters to reduce the 
returned autocomplete set because there aren't any more characters to the name 
'Maireana'. There is now no way for me to select the taxa I want.
