Can't create new surveys #292

What steps will reproduce the problem?
1. Admin -> add new project. step through the project create wizard.
2. Should get a 500 after the map page.

This is caused by GeoMap objects not being saved with a portal.

I have a feeling it has something to do with hibernate refresh() resetting some 
state with the GeoMap object before it is actually persisted.
