Implement a survey access setting that will make all records / locations 
associated with a survey accessible based on the logic in the attached image.

Effected areas of the site are:
- Advanced Sightings Review
- Advanced Locations Review
- Simple Review / aka My Sightings
- Downloading SHP / XLS from all of the above pages.
- Maps / KML

Record / Location visibility will be achieved using Hibernate filters on the 
Record and Location objects respectively.
