Users finding the current recapture facility too difficult to use #331

Feedback has been received from several users that the current recapture 
implementation is too difficult to use and actually discourages people to 
register into a bdrs portal. Specifically issues include:
  * Insufficient information on the page to assist people in using it (eg. do I include a space between words or not, or do I use a hyphen, underscore, or something else?
  * What do I do if if doesn't work? - Any more than 3 attempts and we lose people.
  * Why have 2 segments instead of one? having 2 is really over the top for security sake!
  * The audio aspect of the function is totally incoherent and useless.

Some users strongly believe that they can't promote use of the tool in their 
communities until this registration process is simplified.
