Mandatory location field is not enforced #336

What steps will reproduce the problem?
1. Create a project with only Location as a mandatory field.
2. Go to Contribute menu for that project.
3. Save the page without editing anything.

What is the expected output? What do you see instead?
You will get a successfully saved record, but you should not.  Ketchup should 
be catching that a mandatory field is not filled in and preventing form 
submission and the server should also not let you save a record with a 
mandatory field not filled in.
