Time field on survey is using server time instead of local client time for default value #349

What steps will reproduce the problem?
1. Set up a server in another timezone or change the time of either the server 
or your client so that they are different.
2. Go to the recording page for a project with the DwC field "Time" on it.
3. Note that the default time populated will match the server and not the 
client time.
