DownloadFileController needs to validate UUID's in the downloadFileByUUID #353

Currently we serve up managed files via UUID, but this controller does not 
validate that the uuid submitted actually is a UUID. Additionally it would be 
good to be able to use this field to refer to resources on the server where 
possible where the UUID is not valid.
