Time picker form field breaks tab order #379

Create a 'time' form field using the survey form builder. Look at the form and 
try to tab through the time field. You'll note that the tab order can't get 
past the time field.

To fix this I have edited the source file for the time picker add on. See the 
rev 434.
If we upgrade the source file for the time picker add on please make sure the 
tab order functionality still works.
