File download URLS in KML and SHP record exports are relative #412

File download URLS in KML and SHP record exports are relative and hence do not 
work when using the link from the exported file as we expect users to attempt. 

Need to pass the absolute server/portal url to the KML and SHP writers so the 
file download URLS in the resulting files are also absolute.
