Add netlib 0.14.0, dependency of mitmproxy

Tracking addition of netlib 0.14.0. It is a required dependency of mitmproxy.

Issue is blocked until cryptography is updated by the SBo maintainer.

cryptography updated to 1.1.1 by maintainer; has new dependencies: ipaddress and idna.

Added ipaddress since we are running python 2.7 and setuptools

Requires pyasn1 0.1.9 and 0.1.8 is in SBo. Awaiting update from SBo maintainer.

Correction, netlib 0.14.0 requires pyasn1>= 0.1.7, from the setup.py.

Added netlib, however it is failing to build with slackrepo. cryptography requires ipaddress and slackrepo cannot install ipaddress during dep checking for cryptography. Blocked until this issue is resolved

netlib has been approved. locking issue pending testing with mitmproxy and w3af 1.6.49.
