Support Traefik multi-node HA #12

By default, Traefik uses a file configuration and file storage for LE certificates. In order to support a Traefik cluster for HA, it'll need a key/value store. Traefik docs give details on how to set this up. We'll need to enhance the current stack file to add consul and needed config details.
