Describe the bug: The color for open PRs icons is not always green

Expected behavior: Open PRs icons should be green

Screenshots:

Recent activity at homepage
The pull request tab in a repo (draft PRs should be gray or something)
The new notifications page

Desktop (please complete the following information):

OS: Ubuntu 19.10
Browser: Chrome
Version: 80.0.3987.149 (Official Build) (64-bit)

@Brettm12345 this one's back again, would you mind checking it out? Also would be great if you can change the color for draft PRs too (probably to gray), as I mentioned above.
